He just can't quite believe that something good could ever happen to him, can he? Doesn't matter if all of the clues are pointing right back to Rose Tyler, he's not going to believe it until he's basically hit over the head by a clue by four (wielded by Rose, no less).
And let's not forget that, no matter what type of superiorly intelligent being the Doctor is, at his core he is still male. And males are stupid. So says the fourteen year old in me. *g*
