This is, as always, amazing. You are an extremely talented writer and I always enjoy your fanfic. That said you are evil. But I fully agree that the Doctor/Rose talk deserves a full chapter of it's own.
I also think you should write a story about the adventures of Gemma and Donna. Those two would have a blast together. And they probably will be spending a lot of time together in the future while the Doctor and Rose reconnect.
