Oh, you are quite correct. All the TARDIS has is a time and location, however it's not her place to make sure the Doctor and Rose don't blow their last chance.
(Does that line come across as too omniscient of the TARDIS? Because that's not what I meant to imply at all from that bit. I can edit it up a bit to try and make it a little more vague...)
