It's not just the Doctor's fault here. If you look really closely, just as Gemma's about to leave he opens his mouth to say something - offer to walk her back to her sister, according to what was in my head, because that darned sense of responsibility really doesn't like to let a little kid wander off on her own where anything could happen to her, but then Gemma cuts him off and blurts out that unexpected statement and distracts him just a bit. So really, both of them are to blame. ;)
